The HSSE Committee 4th Quarter Meeting and “Top Leaders” Video Conference on Safety of Sinopec Green Energy was conducted and chaired by 

Mr. Li Hongyan, Chairman and Party Secretary, on December 23rd, 2021. Mr. Gao Xiaorong, General Manager and Deputy Party Secretary, as well as SGE management team attended the Meeting.

The Meeting conveyed the spirit of Sinopec Star HSSE Committee 4th Quarter Meeting (Enlarged), studied the document of Detailed Implementation Rules for Safety Production Supervision and Administration of Sinopec Star, and made further arrangements in regard to safety production and Covid-19 prevention this winter.

All staff shall strictly follow management instructions, take overall situations of the company into account, and bear in mind that “no production shall be carried out without safety” and that “safety is the bottom line, red line and even dangerous high-voltage line”. Leaders at all levels shall take consideration of the whole picture, make detailed plans and arrangements, keep calm at all times, and make down-to-earth efforts for safe production at this critical heating period. HSSE personnel in different areas shall improve themselves and overcome shortcomings through continuous learning, and make severe punishments for violations of rules and regulations under the the principle of “strict management and stringent performance evaluation”. All units executing heating operations shall enhance safety awareness, execute dynamic safety management and secure stable operation of heating systems to achieve a safe, efficient and cost-effective heating.

Mr. Li Hongyan required that,

1. Measures shall be taken, during the New Year and Spring Festival holidays when staff are easily slack, to stay alert, strengthen safety education and management, and ensure the implementation of safety rules and regulations so that every production activity can be maintained within safety requirements. No carelessness or fluke mind shall be allowed.

2. Leaders shall reinforce the awareness of safety production responsibility and take the lead to be on duty for safety production examination during the New Year and Spring Festival holiday. Comprehensive examination shall be conducted in search for risk sources in production, operation, construction, transportation, dormitory and cafeteria, and corresponding preventive measures shall be taken immediately.

3. Substantial attention shall be paid to safety construction in winter. It is imperative to identity and assess safety risks, take targeted measures and plans, and ensure that works are carried out within safety production environments.

Mr. Gao Xiaorong emphasized that,

Safety management is an objective indicator of corporate governance capability. All staff shall strengthen comprehensive safety production awareness and improve systematic safety management capability. Leaders shall enhance leadership in fulfilling responsibilities and executing safety requirements. Managerial staff shall identify systematic risks, focus on risks prevention, optimize safety measures, solve all problems both superficial and at the core, and promote strict implementation of safety rules and regulations. Management of direct operation and contractor shall be reinforced, and control of key procedures shall be deepened. Emergency management capability shall be improved and emergency system shall be constructed in compliance with “135” principle (response within 1 minute, action 3 minutes and emergency control 5 minutes) to secure safety production.
